<li><em>On 19th January 2026 the National Treasury noted that delays are a result of <a href="https://www.the-star.co.ke/news/2026-01-19-kenya-kwanza-seeks-to-ring-fence-donor-funds-to-unlock-delayed-county-financing">legislative bottlenecks.</a></em></li>
<li><em><em>In order to address this issue, </em>the Draft Budget Policy Statement of 2026 , aims to  amend the Public Finance Management Act to allow for two separate legislative submissions for additional allocations.</em></li>

										<content:encoded><![CDATA[<p>The Kenya Kwanza government ran its campaign with the promise of a transformative economic model – the <a href="https://panafricanreview.com/the-struggles-of-small-businesses-in-kenyas-bottom-up-economics/">“bottom-up” approach.</a> This led to the birth of the Hustler Fund, which set aside Sh50 billion to provide cheap credit to micro and small enterprises.</p>
<p>&nbsp;</p>
<p>&nbsp;</p>
<ul>
<li><em>The Hustler fund was launched in <a href="https://www.standardmedia.co.ke/business/business/article/2001507844/hustler-fund-at-two-achievements-setbacks-and-the-road-ahead">2022.</a> However, the fund has not worked as expected, as concerns have been raised over individuals and groups not being able to access <a href="https://nation.africa/kenya/blogs-opinion/blogs/hustler-fund-why-ruto-s-plan-to-loan-money-to-entrepreneurs-hasn-t-worked-4820988">reasonable capital from the fund.</a> This is especially the case for small businesses such as those from the boda boda sector, as the fund is not viewed as a reliable capital source. </em></li>
<li><em>According to the Government Delivery Unit (GDU), the hustler fund has established a <a href="https://www.delivery.go.ke/msme.php">behavioural credit scoring</a> system that rates all the 25 million beneficiaries thereby providing an opportunity for borrowers to access higher loan limits of up to Ksh.150,000.</em></li>
<li><em>However, following <a href="https://www.standardmedia.co.ke/national/article/2001522244/govt-clarifies-hustler-fund-allocation-amid-audit-queries">audit concerns</a> last year, it was clarified that the fund had been allocated Ksh20.2 billion for the previous financial year.</em></li>
<li><em>In a bid to increase access to financing the fund received an additional  <a href="https://the-star.co.ke/news/2025-06-12-budget-202526-hustler-fund-gets-sh300-million-boost">Sh300 million</a> allocation for the 25/26 financial year.</em></li>

<li><em>Kenya has made <a href="https://africacheck.org/sites/default/files/media/documents/2025-03/Kenya-President%20Ruto-Midterm%20Scorecard.pdf">significant strides </a> toward universal broadband but full countrywide availability remains a work in progress. <a href="https://streamlinefeed.co.ke/news/digital-infrastructure">Rural areas</a> still face gaps in internet access, affordability, and infrastruvture.</em></li>
<li>The <span class="T286Pc" data-sfc-cp="" data-complete="true">National Treasury</span> reports that total fiber optic cable in Kenya reached 80,633 km by 2025. Of this, approximately 30,454 km is public sector fiber, a significant increase from the 22,486 km available when the administration took office in 2022.</li>
<li>To accelerate the rollout, the <span class="T286Pc" data-sfc-cp="" data-complete="true">ICT Authority</span> has partnered with Kenya Power to utilize existing electricity transmission lines for last-mile connectivity. This approach aims to connect 53,000 public institutions, including schools and hospitals.</li>
<li>Implementation has faced scrutiny regarding the effectiveness of the KSh 34 billion already spent, with <a class="H23r4e" href="https://www.youtube.com/watch?v=JTHwvyLU8ck" target="_blank" rel="noopener" data-hveid="CAEIAxAI">Members of Parliament</a> raising questions about maintenance costs and the relevance of older infrastructure.</li>
