In-Service training initiated by the GoK

The President promised to provide paid in-service training of teachers by the GoK.

  • As of 2025, there is limited evidence that the promise of fully paid in-service training has been broadly delivered across the teaching service. While the 2025–2029 Collective Bargaining Agreement (CBA) allocates funding for re-tooling of senior school teachers at about KSh 950 million, this appears targeted to a subset of teachers rather than universal in-service training for all cadres.
  • Progress toward related goals includes calls by CEMASTEA for increased funding to retrain and retool teachers under the CBC rollout. The government also reaffirmed its commitment to transforming teacher education and strengthening capacity, particularly through structural reforms and resource allocation.
  • However, challenges remain significant. Budgetary constraints and competing priorities hinder sustained investment in comprehensive in-service training. (During parliamentary oversight, the Education Committee raised concerns about limited resources available for retooling teachers and field officers on the CBE curriculum.)
