Access to Early Stimulation & Learning and Intergrated package services for children
The Kenya Kwanza Government promised to increase access to early stimulation and learning and to prioritize an integrated package of services for young children.
While the Kenya Kwanza government has made tangible progress in 2025 by advancing policy, investing in infrastructure, and training teachers, the promise of an integrated, high-quality, and equitable package of services is hindered by systemic challenges. These include fragmented coordination between national and county governments, insufficient funding for non-educational ECD components, and persistent inequalities in access and quality for children in marginalized regions
