The Kenya Kwanza government promised to promote career progression among civil servants.
Key progress includes the launch of career progression guidelines for specific cadres, such as civilian staff within the Ministry of Defense, in June 2025. The Public Service Commission (PSC) and other government entities are also developing competency frameworks and reintroducing mandatory in-service training to link skills to advancement. In August 2025, the government reaffirmed its commitment to motivating civil servants through salary harmonization, following a salary review for national government workers in the 2024/2025 fiscal year.
However, major challenges persist, including unequal implementation of salary reviews, with county government workers reportedly missing out on pay increases due to budget constraints. Systemic issues identified by the Salaries and Remuneration Commission (SRC), such as stagnation caused by delays in promotions, lack of vacancies, and fixed salary points, remain. Furthermore, the Salaries and Remuneration Commission (SRC) froze salary reviews for all other public officers in July 2024 due to fiscal constraints, impacting the broader promise of fair remuneration.
