Decentralization of services and function of Kenyan Missions Abroad
The Kenya Kwanza government promised to decentralize services and functions of Kenyan missions abroad.
As of 2025, the Kenya Kwanza government has actively pursued the decentralization of services within Kenyan missions abroad by launching the Kenya Diaspora Policy 2024 and expanding the mandate of the State Department for Diaspora Affairs. Key progress includes developing digital platforms like the Ardhisasa land management system, the NSSF online portal for voluntary contributions, and the DhowCSD for government securities, in addition to conducting Mobile Consular Services. These initiatives aim to bring essential services closer to the diaspora and improve engagement.
However, significant challenges persist, such as weak institutional capacity and limited budgets within diplomatic missions, which hinder effective implementation. Moreover, technological barriers, low registration rates among the diaspora, and poor coordination across government agencies continue to impede the delivery of these new decentralized services.
