Stalled

Increase the supply of new housing to 250,000 per annum and percentages of affordable housing supply from 2% to 50%

Nov 28 2023– Kenya’s High Court  declared unconstitutional a 1.5% levy intended to fund affordable housing that was imposed as part of a finance law adopted in June, but later stayed the ruling until Jan 10 to allow for the government to appeal.

January 5, 2024 – President Ruto has vowed to ignore court orders stopping his flagship projects, saying the cases are sponsored by cartels out to derail his government agenda.

 Jan 26 2024 – Kenya’s Court of Appeal  refused to extend a stay that had allowed the government to continue collecting a 1.5% levy to fund affordable housing despite a lower court having found the measure unconstitutional.
The levy was part of a finance law adopted in June that also doubled the value-added tax on fuel and increased the top income tax rate.
