Government pledges to borrow from citizens

On 24th December 2023, President William Ruto promised a plan for the Kenyan government to commence borrowing from its citizens’ savings instead of depending on costly external loans.

 

 

 

  • Kenya is still steadily borrowing from to foreign entities.
  • Inasmuch as domestic debt composition in Kenya is higher than foreign debt composition, several concerns have been raised. The Central Bank restricts domestic debt access to banks, insurance companies, pension funds, and high-net-worth individuals, most of whom profit using the public’s own deposits and premiums. This entrenches wealth inequality and limits citizen investment in government securities. There is also a concern that interest earned on domestic debts is usually significantly higher than in foreign debts.

Increasing diaspora remittances to strengthen Kenyan shilling.

On 10th December, 2023, the president of Kenya promised that the exchange rate against the dollar would improve as those leaving the country would send back dollars, which would in turn ensure that the exchange rate stabilises.

 

 

 

  • The Kenyan shilling has remained significantly stable against the dollar. As of 3rd March 2026, it stood at 129 against the dollar. The CBK Governor Kamau Thugge said the stability his being seen because of diversified foreign exchange inflows.
  • However, concerns have been raised over how static this stability has been, including by institutions such as IMF, terming it as “too stable.”

Kenya will be a visa free country

On 12th December 2023, the president of Kenya promised that, effective January 2024, Kenya will be a visa-free country.

 

 

 

  • On January 2nd, 2024, the Government of Kenya launched the electronic travel authorization system.
  • Most African nationals (except from Libya and Somalia) can now enter Kenya without an eTA or visa and stay up to 60 days.

Jobs in the US, Germany and Canada for the Kisii residents.

On 22nd July 2023, the President promised jobs in US, Germany and Canada to Kisii residents and the establishment of ICT hubs to enable online jobs for the Kisii youth.

 

 

 

 

  • On 16th March 2024, President Ruto announced deal with America, Germany and France for online jobs. Later in January 2025, Kisii polytechnic reportedly hosted international job recruitment drive.

Share of 50% of the revenue of Tsavo park with Taita Taveta County.

On 23rd July 2023, the President promised that Taita Taveta county will receive 50% of the revenue collected from Tsavo National Park.

 

 

 

 

  • On 11th December 2025, President Ruto publicly stated that the revenue from Tsavo National Park will not be shared as it is allegedly too little. This followed after numerous stalls on the implementation of the promise.

Electric bodabodas.

On 23rd July 2023, the President announced a plan promising that by the end of 2024, Kenya will have produced 200,000 electric boda-bodas, with subsidising production taking centre stage.

 

 

 

 

  • In February 2026, it was reported that Spiro had secured $50 million in credit funding to scale its electric motorcycles and battery-swapping network across Africa, with Kenya set to be among the beneficiaries. There has also been reported growth and expansion in the sector. However, numerous concerns have been reported with allegations of unfair ownership terms, among others

New train station in Mombasa and job opportunities.

On 29th July 2023, the President promised to construct a new train station in Mombasa town and also create online job opportunities for the residents.

 

 

 

 

  • On 3rd February 2023, the government issued guidelines for railway project linking SGR to Mombasa town. On 17th September 2025, the President commissioned the Mombasa Commuter Rail Service.

Employment of interns

On 1st August, 2023, the President promised that the government will be employing 20,000 interns every year.

 

 

 

 

  • President William Ruto directed the public service commission to increase the number of interns recruited under the public service internship programme to 20,000 for the next cohort.
  • In July 2025, the Public Service Commission announced the recruitment of interns under the Public Service Internship Programme (PSIP) for the 2025/2026 Financial Year. The internship, however, is not a guarantee of employment and cannot be renewed.

Milk coolants in Kiambu County

On 17th August 2023, the President promised that 35 milk coolers will be stationed in every ward before the end of the year.

 

 

 

 

  • On 9th January 2025, the government announced the deployment of 230 milk coolers across 41 counties in Kenya, Kiambu county being among them, under the Dairy Value Chain Support Programme. Later on, on 1st July 2025, PS Mueke issued a milk coolant to the Ndarugu Dairy Farmers Co-operative Society in Kiambu County
