Scholarships to victims of botched Finland programme.

On 15th August, 2023, the President of Kenya has promised to provide scholarships (bursaries) to students who were affected by the failed Finland scholarship program.

 

 

 

 

  • There is no public record of scholarships being provided to students who were affected by the Finland scholarship program. News reports from 15th May 2025, indicate that the affected students and parents were yet to be compensated.

Completion of all unfinished stadiums

On 1st September 2023, President Ruto promised to complete all unfinished stadiums nationwide.

 

 

 

  • Ministry of Sports unveiled plans to revamp three stadiums to meet international standards including Kasarani Stadium, Nyayo Stadium, and Kipchoge Keino Stadium (Eldoret) respectively ahead of AFCON 2027.
  • Whilst refurbishments are continuing in stadiums across the country, this promise is far from being met. Talanta stadium which is to be the groundbreaking construction is also bedevilled by audit and corruption irregularities.

Digitisation of Health Management Systems

On 20th October, 2023, the President of Kenya promised to implement a digital health management information system that is progressive, responsive and sustainable for accelerated attainment of the highest standard of health for all Kenyans and to establish a fund to enhance health facilities. This included issuing 110,000 smartphones to the youth community health assistants.

 

 

 

  • Inasmuch as the digitisation of the Healthcare system in Kenya commenced, the transition and processes have not been without corruption allegations and reported fraud irregularities. There have been numerous concerns about the state of healthcare in the country, including fraudulent SHA claims reported in January 2026, the SHA registration scandal reported on 28th February 2026, and allegations of the SHA system being privately owned despite Kshs. 104.8 billion being spent on it.

Fuel prices to decrease starting December

On 18th November 2023, President William Ruto promised fuel price reduction starting in December 2023.

 

 

 

 

  • On 15th January 2024, the Energy and Petroleum Regulatory Authority released a statement that the cost of super petrol and diesel will drop by Sh5 per litre.

President Ruto pledges 3-5k weekly jobs abroad

On 19th November 2023, President Ruto promised to secure 3,000-5000 jobs weekly for Kenyans seeking to work abroad.

 

 

 

 

  • On July 16, 2025, government reported that more than 400,000 young Kenyans had secured jobs abroad through the government labour mobility programme. However, a lot of concerns have been raised, including scams that have emerged over the jobs abroad, and recruitment of Kenyans (February 2026) into armies across the world (including the Russian army) to fight in wars without prior and informed consent.

Kenyans to receive hospital treatment free from January.

On 19th November 2023, President William Ruto promised free healthcare for all Kenyans beginning January 2024 under the government’s Universal Healthcare Coverage initiative.

 

 

 

 

  • There is no public record indicating that Kenyans are receiving free healthcare. Kenyans (both employed and unemployed) are paying for healthcare provision, including for the public health insurance (SHIF).

Kenyans to transact with biometrics

On 30th October 2023, the President of Kenya promised Kenyans that they would transact using their Iris & Fingerprints.

 

 

 

 

  • The court has announced the suspension of the registration of individuals and the issuance of new generation IDs. Further, a lot of concerns have been raised on this promise, including adherence to various rights (Right to Privacy) and other safety concerns.

Government pledges to double savings over Sh6,000 for Kenyan borrowers

On 3oth November 2023, the President of Kenya promised to match savings above Sh6,000 for Kenyans who have borrowed five times from the Hustler Fund by half.

 

 

 

 

  • As of 3rd March 2026, from the information available on the Hustler Fund webpage, the government only matches long-term savings contributions on a 2:1 ration up to a maximum of Kshs. 3000 and this only happens once in a lifetime.

Increasing NYS officers’ salaries

On 8th December 2023, the President of Kenya promised to increase the National Youth Service salaries by 40 % for the next three years.

 

 

 

  • In August 2024, PS Raymond Omollo announced that the National Youth Service Officers would get a pay rise from September 2024. This was part of the implementation of the former Chief Justice David Maraga Reform Taskforce recommendations.

Securement of jobs in Saudi Arabia

On 15th December, 2023, the President of Kenya promised to have secured 2,500 jobs paying ksh 200,000 in Saudi Arabia.

 

 

 

  • On 2nd January 2024, the Ministry of Labour released a call for application to job opportunities in Saudi Arabia.
  • Through its program, “Iko Kazi Majuu,” the government on 17th September 2025, announced 9000 job opportunities in Middle East, including Saudi Arabia.
  • Further, on 28th October 2025, the Labour CS, Dr Alfred Mutua, announced that the government in conjunction with credible job recruitment agencies, was seeking to recruit 1500 Kenyans in Saudi Arabia.
  • However, a lot of concerns have been raised on the Kazi Majuu program, including labour trafficking complaints, recruitment agencies scamming Kenyans, and financial burdens on young people occasioned by loans taken to apply for the opportunities, unsuccessfully.
