Strengthening Konza Technopolis

The administration will strengthen Konza Technopolis to bring together industry, academic institutions, and other innovators to co-invest in emerging technologies to create high-quality jobs that leverage artificial intelligence, robotics, and other technologies and thus enhance our regional and global competitiveness.

  • The Konza Technopolis Development Authority (KoTDA) has reported substantial progress in vertical development, which is advancing, with a Tier III Certified National Data Center and a conference facility already operational.
  • The government and KoTDA have actively forged partnerships to expand Konza’s ecosystem. A key collaboration was signed with AfriLabs in July 2025 to boost innovation and support startups across Africa. Other collaborations, such as with South Korea and the Thunderbird School of Management, aim to enhance technical support, research, and innovation.
  • Konza is being developed as a green city, leveraging green energy, sustainable water solutions, and a robust waste management system to attract eco-conscious investors.
  • Despite that, the realization of its full potential hinges on overcoming financial constraints, accelerating private sector engagement, and effectively leveraging its infrastructure to drive broad-based innovation and economic impact.

Countrywide Universal Broadband Availability

Universal broadband availability throughout the country within five years. We shall increase and fast-track broadband connectivity across the country by construction of 100,000km of national fibre optic connectivity network.

  • Significant progress has been made, with over 13,000 km of the network already laid and the government has partnered with the Kenya Power and Lighting Company (KPLC) to utilize its transmission lines to expedite the network rollout.
  • Despite progress, a significant digital divide persists, with urban areas enjoying greater connectivity and affordability than rural areas.
  • Issues like vandalism, high costs, technical challenges, and siloed government-county collaboration continue to hamper the rollout and sustainability of the network.
  • A September 2025 report indicated that Kenya’s internet demand is growing faster than capacity, increasing the risk of outages and potentially slowing progress towards universal access.

Infrastructure & Capacity Building

Establishment of an MSME Business Development Center in every ward and an industrial park and business incubation center in every TVET institution.

  • While government efforts, policy initiatives, and partner projects are in progress.
  • Despite policy promises, the rollout of ward-level MSME/business centers and industrial parks has lagged due to underfunding, contractor delays, land/title issues, uneven county implementation, and weak infrastructure; MSMEs continue to cite lack of finance, market linkages, and awareness of support services as persistent constraints.

Trade and Regional Integration

Leveraging international engagements to create opportunities for Kenyan citizens, businesses, and investors. In particular, the government aims to expand the market for Kenyan products and services by taking advantage of our membership in regional organisations such as the East African Community, the Common Market for Eastern and Southern Africa (COMESA), the African Continental Free Trade Area (AfCTA), and the Intergovernmental Authority on Development (IGAD). The administration will also take advantage of Kenya’s status as a tech powerhouse to drive economic interest in the country further.

  • The administration has actively negotiated and pursued trade agreements, positioning Kenya as a key investment hub. However, broader trade performance has shown mixed results, and significant challenges such as market access barriers, persistent debt and fiscal constraints, and reliance on raw exports remain in converting these engagements into widespread economic benefits and export growth.
