The Kenya Kwanza Government promised to promote accountability and openness in the management of public affairs, institutionalizing open governance in all State organs and agencies, and publishing an annual State of Openness Report.
The Kenya Kwanza Administration is yet to publish a state of openness report since coming into power in 2022. Additionally, certain government dealings, such as the Adani JKIA and KETRACO PPP deals have been shrouded in secrecy contrary to the administration’s promise.
In October 2025, the Principal Secretary, State Department of Foreign Affairs reaffirmed the State Department’s commitment to supporting the development of the report.
Institutionalization of open governance practices continues unevenly across agencies. While certain agencies comply with transparency standards, no government-wide, annual report on openness has been produced, and monitoring mechanisms remain inconsistent.
