The Kenya Kwanza government promised to establish a Settlement Fund to acquire land and resettle the landless, with land-use planning, transferable residential plots, and measures such as limits on subdivision to stop land fragmentation.
In certain areas such as Nakuru county, through the Kisima settlement scheme the ministry of lands issued 986 tittle deeds. Of the issued titles, 433 belong to settled Internally Displaced Persons (IDPs) at Kisima, 30 to public utilities, 45 to former workers, and the remainder to the Kiptuko Group.
However, significant challenges persist, including the lack of public evidence confirming the formal establishment and structure of the promised “Settlement Fund” and ongoing difficulties in accurately identifying beneficiaries. The scale of the landless population suggests that current funding and administrative efforts, while a start, may be insufficient to fully and sustainably address the systemic issues involved.
