100% Funding for New University and College Students
In July 2026, President Ruto said every student who passes national examinations and secures placement in a university or college will be fully supported by the government, regardless of their financial background.
As of 21st August 2026, the tabled proposal in the Tertiary Education, Placement and Funding Bill seeks to replace the current Student-Centred Funding Model and aims to create equity in access to higher education and remains before Parliament.
However, every beneficiary of the funding would be required to begin repaying their loans one year after securing employment, as the funding is being given out as a repayable loan.
