Improve County Governments capacity to generate own income

Kenya Kwanza Administration is committed to disbursing County Funds on time to enable Counties to discharge their mandate without financial challenges.

Despite commitments by the Kenya Kwanza Government to timely disbursement of county funds, some counties t have continued to experience delays in receiving their equitable share as of June 2025.
On 19th January 2026 the National Treasury noted that delays are a result of legislative bottlenecks.
In order to address this issue, the Draft Budget Policy Statement of 2026 , aims to amend the Public Finance Management Act to allow for two separate legislative submissions for additional allocations.
