Increasing affordability of assistive devices for PWDs
The Kenya Kwanza government promised to exempt all assistive devices from import duty and explore possibilities of partnership with domestic manufacturers to produce affordable devices.
The Persons with Disabilities Act, 2025, enacted on 8th of May 2025, provides for exemption from postal charge of assistive devices (Sec. 61), entitles employers who incur costs on account of assistive devices to deductions of the expenditure incurred in the computation of their taxable income (Sec. 60) and captures the provision of incentives to local manufacturers of assistive devices used by persons with disabilities on raw materials, inputs and imported capital equipment (Sec. 58).
On 9th October 2025, the National Assembly Committee on Education, led by Hon. Julius Melly, conducted an oversight visit to the Kenya Institute of Special Education (KISE) on among others, the status of the Assistive Devices Factory. However, the project faces a financial problem as KISE reported of Kshs. 600 million.
