Kenya Kwanza promised that 5 per cent of Access to Government Procurement Opportunities (AGPO) will be reserved for Persons With Disabilities (PWDs), with an increase in LPO financing.
In 2023 and 2024, the National Council for Persons with Disabilities reports that 119 businesses owned by Persons with Disabilities were awarded tenders worth a tune of KShs. 500,000 each. The programme, however, is facing a key challenge in the provision of loans due to limited budgetary allocations from the National Treasury, which lock out many companies with orders requiring amounts above KShs. 1 Million from benefiting. The reluctance by governmental procuring entities (i.e., MDCAs) in implementing the legal requirement of 30% preservation of all government procurement opportunities for women, youth, and persons with disabilities is also a challenge.
As of January 2025, businesses owned by PWDs were awarded KShs. 1.3 million, from a total of KShs 4.15 billion worth of AGPO tenders awarded, a long way from the promised percentage. Hence, the specific ring-fencing of 5 percent of AGPOs for PWDs has not yet been implemented.
