Design new human capital systems consistent with merit-system principles

  • The Kenya Kwanza government made a commitment to design new human capital systems consistent with merit-system principles, including modernizing policies and practices for recruitment, retention, training, and development.

 

 

 

  • The government has so far established the policy and strategic foundation for a merit-based public service.
  • Approval and execution of the merger of state corporations, rolling out performance contract guidelines for 2025/2026, and developing strategic capacity-building plans.
  • Actions are underway in talent development (CSSCBP), inclusion (Disability Mainstreaming Committee, NYOTA Programme), and governance (state corporation restructuring, SRC strategic plan).
  • Despite that, there are ongoing concerns about the long-term sustainability and governance of these changes.
