Build an Agile public sector workforce

The Kenya Kwanza government promised to build a highly skilled, agile, and responsive public sector workforce with appropriate roles for civil servants and other service providers.

The government is implementing its promise through the Ministry of public service’s strategic plan for the years 2023-2027 and a series of training programs, scholarships, digitization programs, and performance management through performance contracting.
July 2026: Salaries and Remuneration Commission (SRC) Chairperson Sammy Chepkwony said Kenya had made notable progress in managing its public wage bill, which has declined from 55 percent in 2020 to 40 percent in 2026 through strategic expenditure controls and workforce management measures.
