Benchmark on competing film destination

  • The Kenya Kwanza government promised to pass a creative economy bill that will enable the establishment of a film fund. Part of the mandate of the fund will be to facilitate access to modern equipment and the entire film production infrastructure available for local filmmakers on a hire and lease basis.

 

 

 

  • As of 2025, the Creative Economy Bill promised by the Kenya Kwanza government (which includes the film fund with hire-and-lease of equipment etc.) has not yet been fully enacted, but it is significantly advanced. Several legal drafts, stakeholder consultations, and policy instruments are in place; the “Creative Economy Support Bill, 2024” (Senate Bill No. 30 of 2024) proposes a Creatives Fund, credit-guarantee schemes, and infrastructure support including access to studios and equipment.
  • The Creative Economy Bill of 2024 has been passed in the Senate as of 7th August 2025 . At the National Assembly the bill is awaiting the second reading after it was first read on the 23rd of September.
