Affordable Housing mortgages to civil servants and police

The Kenya Kwanza government promised to providing housing mortgages to civil servants and police by growing the number of mortgages from 30,000 to 1,000,000 by enabling low-cost mortgages of Sh10,000 and below.

Though the government cites an increase in refinanced mortgages and a reduction in interest rates, there is no publicly available data demonstrating the implementation of the KES. 10,000 and below mortgages as promised. Additionally, while the Affordable Housing program cites “mortgage financing through approved financial partners” as one of the paths to home ownership, it is unclear whether the mortgages meet the KES. 10,000 and below threshold.
Further, despite the developments in affordable housing projects, discrepancies have been reported on the award of mortgages by the Kenya Mortgage Refinancing Company (KMRC).
The Principal Secretary for Housing and Urban Development reiterated in August 2026 that the government strives move Kenya from approximately 30,000 mortgages towards one million. However, the path to achieve this goal seems unclear.
