The Kenya Kwanza government promised to increase the supply of new housing to 250,000 per annum and the percentage of affordable housing supply from 2% to 50%
  • As of 2025, the Kenya Kwanza government has made strides in its affordable housing agenda by establishing the legal framework through the Affordable Housing Act, 2024, and actively collecting the 1.5% housing levy. Construction has gained momentum across numerous counties, with over 130,000 units underway in 2025, and some completed units allocated to applicants, while financing access has improved through the Kenya Mortgage Refinance Company.
  • However, the program remains significantly behind its ambitious annual targets, with a delivery rate far below the promised 200,000 units, and questions surround the efficient utilization of the collected levy, a portion of which has been parked in government securities. Challenges persist, including legal disputes causing project delays, weak infrastructure in project locations, and a persistent public mistrust over the program’s transparency.
