Increase the supply of new housing to 250,000 per annum & percentage of affordable housing supply from 2% to 50%

The Kenya Kwanza government promised to increase the supply of new housing to 250,000 per annum and the percentage of affordable housing supply from 2 percent to 50 percent by structuring affordable long-term housing finance schemes, including a National Housing Fund and Cooperative Social Housing Schemes, that will guarantee the off-take of houses from developers.

 

 

 

 

  • In June 2023: President William Ruto signed into law the Finance Act 2023 raising taxes on a wide range of items and introducing a new housing levy of 1.5% meant to fund the affordable housing program.
  • The Affordable Housing Act was also launched in 2024 to establish a framework for the levying and fund collection to support the Affordable Housing Project. 
  • 130, 988 affordable housing units under construction as of 2025. Increasing from 8,872 in 2022.
