Implementation of the two-third gender rule

The Kenya Kwanza government pledged to implement the two-thirds gender rule in elective and appointive positions in the public sector within 12 months after the elections, including 50 per cent of cabinet positions for women.

 

 

 

  • As of 25 August, the Kenya Kwanza cabinet consists  22 appointed cabinet secretaries, with 6 members being women. This accounts for 27%, which is far below the 50 % target and below the constitutional requirement.
  • In June 2026, the High Court ordered that the President reconstitutes Parliament in 120 days owing to the unconstitutionality of the current composition of the cabinet.
  • Further, other appointments that have been made by the president so far do not meet the two-thirds gender, despite the President’s promise of working with Parliament to fast-track various legislative proposals and his subsequent recommitments.
