Decentralization of Services and Functions of Kenyan Missions Abroad

The Kenya Kwanza government promised to improve the delivery of government services through decentralizing services and functions of Kenyan missions abroad.

The President issued an Executive Order No. 1 of 2023 that stipulates the establishment of seven new missions that will be based in Djibouti, Bern, Arusha, Goma, Jakarta and Hargeisa (Somaliland).
The implementation of the Executive order is still developing, but challenges have stalled the opening of new missions in some areas.
As of August 2026, Kenya has operationalised the targeted diplomatic representations and expanded access to consular services through permanent missions and Mobile Consular Services, with clear evidence of services such as passports, national IDs, birth certificates and citizenship assistance being brought closer to Kenyans abroad; however, the extent of functional expansion and demonstrable service delivery remains uneven, particularly at Hargeisa and Goma.
