Transfer of functions to counties

The Kenya Kwanza Government promised to complete the transfer of all functions constitutionally earmarked as devolved functions to counties within 6 months.

 

  • In January 2024, The Intergovernmental Relations Technical Committee undertook to transfer of all remaining devolved functions to county governments by the end of February 2024.
  • In December 2024, the President assured Kenyans that the remaining county functions would be transferred to the county governments and directed the ITGRC to take the next step of systematically identifying and transferring the requisite budgetary and other resources tied to those functions in the 2025 fiscal year.
  • In August 2025, ITGRC approved and gazetted the transfer of fixed assets of the Defunct Local Authorities; and fixed assets of the National Government relating to devolved functions, to the respective County Governments as specified in the Schedules vide a special issue of the Kenya Gazette, Vol CXXXVII-No. 171 of 11th August 2025.
  • On 13th August 2025, the President announced that all 14 devolved functions have been conclusively delineated, bundled and gazetted at the 2025 Devolution Conference.
  • The President assented to the County Allocation of Revenue Bill 2025 and the County Public Finance Laws (Amendment) Bill, 2023, ensuring financial autonomy for county assemblies
