Ensuring institutional knowledge capacity

The Kenya Kwanza government vowed to ensure long-term institutional knowledge capacity amidst the retirement wave.

The government’s Fourth Medium Term Plan (2023–2027) provides for a strategy to harness and transfer knowledge, skills and competences in the public service.
In August 2024, the President issued a directive stating that government employees aged 60 and above are expected to retire within the next five years, opening up opportunities for the youth and preserving institutional knowledge, although progress on this is slow.
In August 2025, the High Court upheld the directive after being contested in court.
