Reforming the security sector

The Kenya Kwanza government vowed to provide political goodwill and bring about reforms in the security sector.

As of January 2024, a couple of reforms to the security sector have been made. These include: merging of the Kenya Police and the Administration Police to create a unified National Police Service (NPS), granting financial independence to the police service, which ensures the operational autonomy of the police service.
As of March 2026, the implementation of the structural & welfare reforms stands at over 50% completion, among them the recruitment of 13860 new officers and a 3-phase salary increment for officers
However, reforms related to accountability have not been implemented, with a 2025 report by the Kenya National Human Rights Commission (KNHRC) documenting 57 deaths linked to the violation of the right to life and 661 complaints of arbitrary detention, torture and abductions.
