Give option for officers to serve in their home counties in latter years

The Kenya Kwanza government made a promise to give lower cadre officers (sergeant and below) the option of serving in their home counties from the age of 50 (or where they chose to retire).

 

  • In 2024, the Interior Cabinet Secretary, Kipchumba Murkomen, publicly said police officers who are nearing retirement will be posted to the counties where they want to retire, or home counties, so they can familiarize themselves with those communities. This statement, however, has not been backed by policies or any binding regulatory changes.
  • In December 2025, President Ruto introduced reforms including a new transfer policy. Under this policy, officers 50 years and older will be gradually transferred closer to their home areas to help them prepare for retirement and familiarize themselves with those communities.
  •  Alongside the deployment policy, the President ordered the automatic promotion of all police constables aged 50 and above to a higher rank, effective June 2026. This is intended to improve their retirement packages.
