Review of the Sports Act, 2013

The Kenya Kwanza Government promised to review the Sports Act, 2013 in line with the recommendations of a high level expert task force it would establish to to identify sustainable sources of sports funding, including but not limited to a national lottery, tax incentives for corporate sponsorship, a dedicated or ringfenced tax, and public-private partnership framework for infrastructure development.

  • In 2023, the Kenya Kwanza Government reiterated this promise through the State Department for Sports’ strategic plan for the years 2023 through 2027. However, the Kenya Kwanza Government has neither established the task force nor amended the Sports Act, 2013.
  • In 2026, the Sports Bill was introduced, proposing structural reforms to sports governance, clearer accountability provisions for federations, expanded athlete welfare protections, and stronger legal anchoring of diversified funding mechanisms including lottery-based financing and PPP frameworks.
