Establish diaspora forum for review of progress

Establish a diaspora forum that will review the progress of national government services to the diaspora and make the necessary recommendations.

October 2023: The PS Diaspora Affairs conducted the diaspora engagement forums in various countries, namely, Canada and Germany.
