The Kenya Kwanza government vowed to complete the transfer of all functions constitutionally earmarked as devolved functions to counties.
On 22nd January 2024, the Intergovernmental Relations Technical Committee reported that it expected the completion of the transfer of all remaining devolved functions as stipulated under the Constitution in a month’s time. Later, on 16th December 2024, announced the transfer of roles from the national government to the county government.
On 13th August 2025, during the 9th Devolution Conference in Homa Bay County, the President announced that all 14 devolved functions have been fully transferred to counties following their conclusive delineation, unbundling, and gazettement. He also announced the gazettement of immovable assets, including land and buildings, for transfer to counties through Gazette Notice No. 11164 of August 12, 2025. Counties are expected to fully assume devolved functions in the 2026-2027 budget cycle.
