Horizontal transfer of service to civil service

The Kenya Kwanza Government pledged to introduce horizontal transfer of service to the rest of the civil service.

There is no public record showing the implementation of the promise yet; however, the proposed amendment of the County Governments Bill, 2024, sponsored by Senator George Mbugua, seeks to introduce a standardised legal framework to facilitate these inter-county transfers. It is currently at the 2nd Reading stage in Parliament.
