Infrastructure and Capacity Building

The Kenya Kwanza government promised the establishment of MSME Business Development Centre in every ward, and an industrial park and business incubation centre in every TVET institution.

  • As at August 2026, there is no evidence pointing to the establishment of MSME Business Development Centres in every ward in Kenya. In the same vein, there is no evidence that each of the more than 2,000 TVET institutions in Kenya has been equipped with an industrial park and a business incubation centre.
  • The government has, however, made some progress towards fulfilling this promise with the establishment of a Business Incubation and Innovation Centre at the Rift Valley Institute of Business Studies.
  • The government also launched the Revised MSME policy in April 2026, whose goals include strengthening legislation to enhance business development services.
  • While not TVET-based, the government has also partnered with the United Nations Industrial Development Organization to establish County Aggregation Industrial Parks in each county in Kenya.
