The Kenya Kwanza government promised the establishment of an MSME Business Development Center in every ward and an industrial park and business incubation center in every TVET institution.

While government efforts, policy initiatives, and partner projects are in progress.
Despite policy promises, the rollout of ward-level MSME/business centers and industrial parks has lagged due to underfunding, contractor delays, land/title issues, uneven county implementation, and weak infrastructure; MSMEs continue to cite lack of finance, market linkages, and awareness of support services as persistent constraints.
June 2025: TVET in Nakuru received a major boost with the establishment of a Business Incubation and Innovation Centre, to help nurture entrepreneurial ideas among the youth in the area.
KJET, NYOTA, and C4E projects launched — grassroots programmes building MSME competitiveness in every ward.
