The Kenya Kwanza Government promised to increase capitation of pupils with disabilities by 50 percent and set aside 15 percent of all public-funded bursaries for pupils with disabilities.
As at October 2025, the government had yet to increase the capitation for pupils with special needs, prompting calls for an increase in the same by the Kenya Primary Schools Head Teachers Association. Additionally, despite the government reinstating its commitment to allocate 15% of bursaries to learners with disabilities in the 2023 Budget Policy Statement, the same is yet to be actualized.
In May 2026, the government announced its intention to increase capitation for schools in the 2026/27 budget. However, the report did not target schools or pupils with special needs. Nevertheless, efforts in specific locations like Taita Taveta County are benefiting from special education support.
