Establish a Presidential Advisory Council on Science and Technology Policy

The Kenya Kwanza Government promised to establish a Presidential Advisory Council on Science and Technology Policy that will ensure a whole of government approach to technological development and use and build necessary capacities across the government.

  • In November 2023, the President, vide Executive Order Number 2 of 2023, established the Presidential Advisory Council on Science and Technology as an institution under the office of the President. However, we cannot ascertain the status of the membership or operations of the Council from public records as at October 2025.
  • In a landmark ruling on January 22, 2026, the High Court declared the creation of several “Advisory Offices” in the Office of the President unconstitutional. The court found these roles—which included 21 high-profile advisors—were created without the mandatory recommendation of the Public Service Commission (PSC) and lacked parliamentary approval.
  • While the Council exists as a formal entity, the court issued a permanent injunction against the recognition of, and salary payments to, the individuals appointed to these advisory roles. The government has expressed its intent to appeal this decision.
